Guidance

    A requisition records the internal need; an RFQ asks suppliers to quote; a purchase order records the authorised commitment.

    A goods receipt records what arrived; invoice matching reviews the invoice against connected order and receipt evidence.

    A Control Passport is an evidence view for a purchase, not a compliance score, audit opinion or certification.

    A waiver is a bounded maker-checker exception; provenance states where a record came from.
